This error happens only on SSDT for VS 2017 (standalone installer).
How to resolve an error installing SQL Server Data Tools (SSDT) 2017 - Setup Failed: Incorrect function (0x80070001), which happens to me frequently whenever I try to install SQL Server Data Tools 2017 version on some computers.
